First of all， road and bridge are not built forever. They need to be maintained or repaired in proper condition. Those people who pass by should cover the expense， rather than others. For instance， some industrial zones have urgency to create some roads and bridges in advance. They will build toll stations to collect money to pay back the loans. In some areas， we found government wasted money to build road but only few vehicles passing through. If the expenses were collected through toll fee， our roads would be built with care.
